Military Relocation Guide: PCSing to Hampton Roads, Virginia
Hampton Roads is home to one of the largest concentrations of military installations in the country. This guide from the Chris Lloyd Real Estate Team is written for service members and families PCSing to the area, covering the questions that come up most often — from rent vs. buy to VA loans to buying a home before you arrive.

Which military installations are in Hampton Roads, and where are they located?
Joint Base Langley-Eustis (JBLE) includes Langley Air Force Base in Hampton and Fort Eustis in Newport News. Naval Station Norfolk — the largest naval base in the world — is in Norfolk. Naval Air Station Oceana and Joint Expeditionary Base Little Creek-Fort Story are in Virginia Beach, and Naval Weapons Station Yorktown is in York County near Yorktown.
Because these installations are spread across both the Peninsula (Newport News, Hampton, Yorktown, Poquoson, Williamsburg) and the Southside (Virginia Beach, Norfolk, Chesapeake), where you choose to live often comes down to which base — or bases, for dual-military families — you need to be near, and how much commute you're willing to take on.
Should you rent or buy when PCSing to Hampton Roads?
The main factors are how long you expect to be stationed in the area, your VA loan eligibility, and how a mortgage payment compares to your Basic Allowance for Housing (BAH). Many service members buy because a VA loan can mean no down payment, and a mortgage payment can be similar to or less than rent for a comparable home.
On the other hand, buying involves closing costs and the commitment of either selling or renting the home out at your next PCS. If you might rent the home out later, it's worth thinking ahead about whether the property and loan would work well as a rental — for example, an assumable VA loan can be a selling point for a future buyer if rates rise after your purchase.
How do VA loans work, and who is eligible?
VA loans are mortgages guaranteed by the Department of Veterans Affairs for eligible veterans, active-duty service members, and certain surviving spouses. They typically allow 0% down payment, don't require private mortgage insurance (PMI), and may include a funding fee, which can be waived for some borrowers, such as those receiving VA disability compensation.
To use a VA loan, you'll need a Certificate of Eligibility (COE), which your lender can typically help you obtain. The home must also meet VA minimum property requirements, which a VA-experienced appraiser checks during the appraisal.
Can you buy a home remotely before you arrive in Hampton Roads?
Yes — this is common for military relocations. We've worked with families who toured homes virtually, made offers, and completed inspections and closings before ever setting foot in the home, often using a power of attorney for the closing if needed.
The key is coordinating early with your lender, agent, and the title company so everyone knows your timeline and any constraints, like leave dates or report-no-later-than dates. The earlier you start the conversation, the more options you'll have.
What does a typical PCS home-buying timeline look like?
A reasonable timeline starts roughly 60 to 90 days before your report date: get pre-approved, start virtual home searches, and identify target neighborhoods. Once you find a home, expect roughly 30 to 45 days from accepted offer to closing, depending on your loan type and any appraisal or inspection negotiations.
PCS orders don't always allow for that much lead time, and that's okay — we've worked with families on much tighter timelines. The important thing is to start the conversation with a lender and agent as early as possible so you understand your options given your specific dates.
What are the best areas to live near Joint Base Langley-Eustis?
For Langley Air Force Base (in Hampton) and Fort Eustis (in Newport News), nearby areas include Hampton itself, Newport News, Poquoson, and parts of York County near Yorktown — all within a relatively short commute of one or both installations.
Hampton and Poquoson tend to sit closer to Langley, while Newport News is closer to Fort Eustis and offers a wider range of housing types and price points. York County offers a quieter, more historic, and often more rural setting. We can talk through specific neighborhoods based on which gate or facility you'll be commuting to most often.
What are the best areas to live near Naval Station Norfolk and other Southside bases?
For Naval Station Norfolk, neighborhoods in Norfolk itself — including those near Ghent and Colonial Place, or further from the urban core — and parts of Chesapeake offer a range of commute times. For Naval Air Station Oceana and Joint Expeditionary Base Little Creek-Fort Story in Virginia Beach, areas throughout Virginia Beach and parts of Chesapeake are commonly considered.
Crossing between the Peninsula and the Southside requires using one of the region's bridge-tunnels, which can add significant time during peak hours — so if you're choosing between living on the Peninsula and being near a Southside base, factor that commute in. We can help you compare specific neighborhoods based on your assigned command's location.
What happens to your home when you PCS again?
When your next set of orders comes through, you generally have three options: sell the home, rent it out, or — if your loan is assumable, as VA and FHA loans generally are, subject to approval — potentially let a qualified buyer take over your existing loan and rate.
Each option has different tax, financing, and logistical implications, and the right choice often depends on the local rental market at the time, your loan terms, and whether you might be reassigned back to the area in the future. If you bought through us, we're glad to help you think through these options when the time comes, including connecting you with property management resources if you decide to rent.
